This is a sign that the grate across the garage threshold is not working as it should, or just isn’t being maintained. Many properties are quite flat and this makes it difficult to stop rainwater runoff from depositing against the house or garage.

Some people add a curb which then becomes a trip hazard so it’s not always easy to come up with an adequate repair. But if someone gets hurt after tripping on the curb you’ve got a bigger problem.
