When you seal up a chimney breach, this is not how you do it.
The new chimney breach could send exhaust fumes out through this one, and it must be properly sealed by a licensed heating contractor to avoid pumping carbon monoxide gasses into the basement.
Also, the old sealant may contain asbestos that can also be issue if you breathe in the dust when disturbing/discarding it.
